I'm not sure whether the last block of digits was meant to be 0e0f or whether you forgot a digit at the end, but in either case that IPv6 range belongs to OVH SAS, which is a web hosting service. That IP range will not be unblocked. Huon (talk) 20:58, 31 January 2016 (UTC)[reply]

OVH SAS is an Internet Service Provider delivering also ordinary residential internet access services and DSL/VOIP telephony services.
This IP is not blocked on the french wikipedia. I assume the reason is because OVH's residential internet access services are well known in France.
I'm sure there is a simple way for you to discriminate between their residential internet access and web hosting services IP's.
Do you mind looking further into this case ?

I'm sorry, I'm not sufficiently familiar with distinguishing between webhosting services and regular ISPs to be of much help. Elockid, the admin who blocked the IP range, said that the company's regular ISP services can easily be distinguished via a Whois lookup. That sounds reasonable enough to me, and it would put this IP into the "webhost" camp. Since the entire IP range used by OVH SAS that Elockid blocked gives the same Whois result, I don't see how we'd be able to distinguish the two kinds of service if they shared that same range.
